Where are the LTPD officers south of the canal on Seashore Road?

Lower Township - Where are the LTPD officers south of the canal on Seashore Road? Golf carts driving in/out of traffic and stand on scooters doing 25 on the wrong side of the road. Aren't golf carts limited to roads of 25MPH or less? There will be a major accident and police enforcement is NO WHERE to be found.
