I’m wondering why 2 Avalon bike police officers in full dark blu

Stone Harbor - I’m wondering why 2 Avalon bike police officers in full dark blue uniform were patrolling the streets on 7/13/24 at 9:15 pm with no front or back lights on? They were wearing helmets. They were difficult to see when driving.
