Im confused as to how obvious issues in this town are overlooked

Villas - Im confused as to how obvious issues in this town are overlooked. Homes that appear structurally unsound? Cars that haven't moved in months or years , decaying in the street and on property. Multiple items laying in driveways, backyards. Feel for the residents that have to live in line of sight of these situations. Either take action or assist these residents to a resolution that works for everyone
