Sea Isle City - How do certain developers get away with constructing houses and receiving certificates of occupancy without complying with the landscaping requirements? One would think that complying with the city code would be a prerequisite before receiving the certificate of occupancy, or that it would be granted conditionally and then the property would have a certain amount of time to come into compliance such as during fall or spring planting season.
