Why does Stone Harbor react to the minority and not the majority

Stone Harbor - Why does Stone Harbor react to the minority and not the majority? 1% of the people did not pay the park mobile and took the chance of getting a ticket. 99% of the people paid for parking and did not get a ticket. Seems like a pretty good system for the majority, but we continue to hear about the vocal minority. Keep the system and keep the present parking regulations and don' t make us taxpayers pay more.
