How is it that the CMC,Commissioners are able to do their reorga

Cape May County - How is it that the CMC,Commissioners are able to do their reorganization without first discussing all with each other?. Then to top it off the Director puts a commissioner as,vice director who has not been on board that long. Wonder if the VD,will do what is best for residents and employees .
