Who gave the okay to blast the music so loud and so late?

North Wildwood - Who gave the okay to blast the music so loud and so late? I live by the tennis courts, on weekends I hear the thumping bass of the "music" until midnight. Why do they have the right to disturb us that late? I expect noise in the summer but getting up for work is tough when you've only gotten 5-6 hours sleep.
