Why is there constantly a parked vehicle in the yellow no-parkin

Sea Isle City - Why is there constantly a parked vehicle in the yellow no-parking zone directly in front of an establishment at 59th and Landis Ave.? What is most perplexing about this is that cars are parked there for several hours while the driver is eating a meal inside even when there are many parking spots available directly across the street. When a bad accident occurs here because the entire corner of Landis is obstructed, maybe Sea Isle City Police will finally do something.
