Is Lower paying anyone to take care of Douglass Park?

Lower Township - Is Lower paying anyone to take care of Douglass Park? If they are, they should be fired and replaced, there are cigerette butts everywhere, the grounds have not been cleaned for a long time. I guess when a table rusts away we just throw it away and never replace it. The area gets used hard and Lower should be proud of how it looks as a tribute to one of fallen officers not like a trash haven.
