What most people' don't know is that the Deputy City Manager was already receiving a stipend from the Coah account for doing the work and yet he still took the additional funds knowing full well it was wrong. He then insults the taxpayers even further when he claims to have paid back the money with sick time. The taxpayers have lost again.
