Why are churches given noise ordinance exemptions?

Stone Harbor - Why are churches given noise ordinance exemptions? If I blast music that is able to be heard from greater than 20 blocks away, I would be breaking the noise ordinance. But a church can blast their tinny-sounding music from their speakers that sound terrible and we all just have to accept it? I hope a mosque is built in this town and that they will also blast their religious music for all of Stone Harbor to hear. I'm sure this town will soak that up like the sun. Why does this town do everything in their power to drown out peace and quiet?
