Why does West Cape May have 400 benches along the promenade wi

Why does West Cape May have 400 benches along the promenade with very few people sitting on them and North Cape May has very few along the bay, maybe 12 ? If older people come up the path, they can't even sit down for a minute. And if somebody
complains about it, they are told there is not enough room . There was enough room originally. So why not now. Who is in charge?
