Before applying for more grant STUDIES, why doesn't city council

Cape May - Before applying for more grant STUDIES, why doesn't city council make sure all the current projects that are in the works get near completion or the ones that have been approved to start, get going? I.e., make decisions on pieces of city properties that Roger Furlin spearheaded, get a decision on the Lafayette Park fountain, press for completion of Safe Routes to School (along with other bike and pedestrian safety measures in downtown area), to name a few. If something is holding up the progress (years of excuses), then press to resolve the delay!
