When I purchased my home, I wanted a house near the bay.

Villas - When I purchased my home, I wanted a house near the bay. After looking at numerous houses, I found one I liked that had a view of the bay. About five or six years ago, my neighbor began building a new home in his spare time. He has had a construction trailer parked in his driveway the entire time. I have not seen the bay from my front porch since. My house cost more because it was close to the bay. I should be able to see it. Is there a time limit that this trailer can legally be parked there?
