Woodbine - It is very sad to see a dog outside in these frigid conditions in Woodbine. One in particular on a prominent corner is out 24/7. I have lived in Woodbine most of my life and although there are less dogs outside now, with the new laws in place, there should be none. Does the owner get to bypass animal cruelty laws?
