Can anybody tell me why animal control didn't confiscate the two

Rio Grande - Can anybody tell me why animal control didn't confiscate the two vicious dogs near Alumni Grill in Rio Grande after they attacked, bit and mauled a man? I walk by there with my toddler and cross Route 47's busy traffic rather than chance the 100-150 pound dogs stepping over the fence - yes, it's that low - instead of letting them harm my children or myself. Chancing being hit by a car is a much more attractive alternative.
