Is there something in municipal/county law which prohibits chain

Rio Grande - Is there something in municipal/county law which prohibits chain bar/restaurants from operating in Cape May County? With Middle Township discounting the sixth liquor license to $600,000 I’d expect someone like Applebee's or Chickie’s and Pete’s to scoop it up. I’m sure they could get the former Rite Aid near ShopRite cheap, and there’s ample parking. It seems like they’d make a killing in summer and do pretty good the rest of the year, as I think enough locals would support them.
