While I fully support the effort to protect turtles on North Wil

North Wildwood - While I fully support the effort to protect turtles on North Wildwood Blvd., an electronic sign doesn't do enough. I have seen people pull off and try to rescue a turtle only to have a vehicle coming behind smash it before the driver could get to it. The fencing that Sea Isle Blvd. has attached to the guard rails is very effective and saves lives, both turtle and human. Who is in charge of this - township, county, state?
