I was coming home from North Cape May and near Bayshore and Atla

Villas - I was coming home from North Cape May and near Bayshore and Atlantic in Villas there was a man passed out or sleeping across the sidewalk at about 12:45 p.m. I called the police department to report it and they asked me if he had a pulse. I told her it's not my job to check. Someone needs to get a hold of this problem.
