I have owned a house in North Wildwood for 28 years.

North Wildwood - I have owned a house in North Wildwood for 28 years. I am considered a senior, Summer resident even though I do pay taxes. When my house flooded for the first time during Sandy, I did not get the full payment from my insurance because I was not a full-time resident! Now, I received a letter from FEMA saying I have to pay a surcharge of $250 even though my flood insurance doubled. The letter said full-time residents have to only pay $25! Who can I contact about this? It does not seem fair.
