Why are the county's libraries open in 21 degree blizzard condit

Villas - Why are the county's libraries open in 21 degree blizzard conditions such as occurred last Friday? Doesn't this put them, other drivers and road crew personnel in harm's way? A state of emergency existed in New Jersey on Fri., Jan. 3 due to the aforementioned weather conditions. Why keep the libraries open? Are library personnel "essential personnel" relative to county operation? I believe this is irresponsible and dangerous.
