Avalon - It is a violation of First Amendment rights to limit public comment because they've (Avalon Council) already heard it. Each member of the public has a First Amendment right to speak. When a public body attempts to restrict "repetitive comments," it deprives a show of strength in numbers. Just because they don't want to hear repeated complaints about construction or modular home warranties will not make the problems go away.
