North Cape May - A spouter said state Department of Children and Families (DCF) should be contacted if a child’s parents qualify for free school meals; on the federally funded program. DCF is a state-funded government resource. When children are placed into foster care, as the spouter suggested, the foster parents get a check to support the children. Just because a family qualifies for free school lunches, doesn’t mean that they are negligent.
