Avalon - It is the past NJ governors (both parties) who have gotten the state workers' pension costs in trouble. Starting in 1996, they put less money in the fund then they were supposed to, and from 2001 to 2004, no money was put in the fund. In the past few years, the retirement age has been raised, the cost of living increases for retires has been suspended and workers are required to contribute more towards their pension and health benefits. This is like someone who overspends on their credit card and then pays the minimum payment and wonders why they are broke.
