Why is it that the county can't afford to build a homeless shelt

Wildwood - Why is it that the county can't afford to build a homeless shelter, but they can afford to drive an empty bus around the county to take workers to the Boardwalk? Maybe they can put the homeless on it, and they can enjoy the ride. Is this where the county tax increase is going? The empty bus was a joke at first, but it has been a month and there is nobody using the bus. It's time to reevaluate the bus, and spend the money on real problems facing the citizens of Cape May County.
