Lower Township - The level of harmful bacteria in the Delaware Bay is increased by several hundred outdated and failing septic systems and cesspools located inland and close to the shoreline in this county and areas north. Dog waste has its place as a culprit, but, again, what was designed for the 1960's and 70's is not practical today.
