What is the point of adding bright, obnoxious, flood-warning sig

Sea Isle City - What is the point of adding bright, obnoxious, flood-warning signs throughout town? Spending the money on pumping stations is more effective at alleviating flooding. The flood-warning signs would just look ugly and be eyesores littered throughout town. The signs would not be good for the community and will make no difference since people know where the flood zones are. People will complain about how they look as soon as they're installed. Sea Isle should save the tax dollars and look for other solutions.
