The mayor of Avalon seems like a very congenial person, but why

Avalon - The mayor of Avalon seems like a very congenial person, but why are there so many problems that seem to be linked to the embedded group running the day-to-day business in the town? I am not referring to the elected officials. The business end of our town seems to operate in a fashion suited to those employed, not those who pay their salaries. There needs to be a huge audit and overhaul of the business end of our town administration.
