What is it with the parking on the wrong side of the street?

Wildwood / Philadelphia - What is it with the parking on the wrong side of the street? I came down to Wildwood to open my summer home and almost lost control over someone pulling out of a parking spot nearly hitting me head on. I addressed this problem last summer, hoping that this bad habit would be corrected.
