Villas - I remember not that long ago when Department of Children and Families (DCF), which used to be known as DYFS, and now, along with the name change, the quality for attention to protecting the children has changed. It now focuses more on protecting the abusive parents. They were the only hope for these neglected and abused children. What kind of education is required in order to see through the child abuser's act? Why not pay more attention to the child's demeanor?
