I see that April starts the distracted driving enforcement campa

Cape May - I see that April starts the distracted driving enforcement campaign. Shouldn't it be enforced year round? There are plenty of times throughout the year where I see people on cell phones, whether it is a citizen, contractor, or truck driver, pass by police officers, and the police turn a blind eye, maybe because I have seen the police on their cell phones while driving as well. Seems like it is just like seat-belt use, they enforce it for a few weeks, and then it is forgotten until the following year. These so-called enforcement campaigns are a joke.
