Can someone explain to me why the Coast Guard Base hires private

Cape May - Can someone explain to me why the Coast Guard Base hires private security? Isn't it a military facility? Can't the military provide their own security? I don't understand why they need to hire retired prison guards and police. What happened to military police? How is this fiscally responsible? These are our tax dollars, seemingly being squandered.
