Why can’t the trash collectors stay to the side of the road inst

Lower Township - Why can’t the trash collectors stay to the side of the road instead of the middle, blocking the street? They throw trash cans like frisbees. I know a lot of people who tip them to take things they’re not supposed to. Anything for a buck, like they’re not making enough? Our tax dollars hard at work once again!
