Cape May - According to an NBC 10 report (https://goo.gl/7bi8R3), NJ State Police have spent at least $850,000 in recent years on "Stingray" technology which allows troopers to track cell phone use without phone owners knowing. Stingray employs a cell site simulator to to mimic a cell tower and thereby attract nearby phone signals, then gather identifying and location information from cell phones. The report says taxpayer money was paid to Harris Corp, a Florida-based company.
