How is it that the owner of a gray car, who regularly creates a parking spot for themselves on top of the sidewalk on Jefferson Street is able to evade having their vehicle ticketed or towed? Pedestrians are forced to walk into the street because the vehicle completely obstructs the sidewalk so that the owner might have a parking spot 3 feet from his front door. This has gone on for years with seemingly no consequences.
