Sunday while boating at the horseshoe in Avalon there was a lot of traffic. We had skiers, wake boarders, wake surfers, tubers wave runners and kayakers. Other than the normal issues with varying boat speeds, we also had an electric foil boarder wearing a dark vest riding the boats wakes. Multiple times this foil boarder was very close to boats and was very hard to see. Since they're electric there is no sound when they are approaching. When they ride with the water sport boaters they should be required to wear a bright orange vest so they can be seen. Towboats require an orange flag.
