We needed the ebike laws, but they go a little too far. I almost never see ebike riders in OC any more. I think the age restrictions might be unnecessary, the license and insurance, and you should be able to carry a passenger. But they should wear helmets and obey the rules of the road. Most important, cops need to actually talk to them when they break a rule. Parents, other adults and even older kids need to be able to yell and scream if necessary. But people don't believe in it anymore. Give out $20 traffic tickets. A few kids would have gotten upset but it would have worked.
