At Fare Free an employee that was given the stipend has in the past gotten increases in their salary and now a stipend bi-annually of $3,750, for a job that they have not performed in the last 6 months. That in its self seems to be receiving a payment without completing the job. So, much for all the other employees of Fare Free who have not gotten anything but, continue to do their job.
