If you call code enforcement and complain about your neighbor be careful because your property may have code violations as well. Trust me, I had a bad neighbor so I reported his trash cans without lids. Two weeks later I got a letter about my sidewalk being broken and was a tripping problem. He did get a lid for his cans but my sidewalk cost me $900 to fix it.
