I read the spout, called the construction office and asked. Why can't you have pavers? Turns out you can as long as the property is not covered to it's max. Cover a property with concrete or pavers and every rain the water has no place to go but the neighbors yard or flood the street. Ask before you cry when you're caught doing something wrong. Rules are for a reason.
