Are employees really that uneducated when it comes to Civil Service. It's always interesting when people criticize appointments without understanding how Civil Service classifications work. Not every position is filled the same way because not every position has the same legal requirements, qualifications, or responsibilities. If a position requires a different appointment process, that's not favoritism it's compliance with the law. It’s so sad to see constant contridictions from employees who do not take time to research.
