Avalon pays for thier bands and many thousands of dollars for events by using funds from thier library taxes. Avalon owns thier own library and the tax money that once went to the county library system now goes directly to Avalon. By law it must be spent for the library. So a fund was set up to qualify the expenditures for entertainment and lot of other things.
