Why is it candidate Mullock doesn't follow the rules? His political signs were installed before the allowable date. The locations of most signs are in the public road-right-of-way which is illegal, and some signs are on public lands that is also illegal. Plus, he has signs on vacant property without owners' approval. NO worries, he'll just go ahead and do it his way, regardless of the proper approval regulations.
