NJ needs to reclassify "e-bikes" as "e-mopeds". My uncle, only eight years older than me, had a moped when he was 15. It was registered with a license plate and he was required to wear a helmet!! E-bikes are ten times faster than with half regulations. There have been reports of numerous accidents. Like everything else it 's time update the laws to keep up with the technology!!
