In 1986 Congress enacted the Immigration Reform and Control Act which required all companies over 20 employees to begin using what was called the I9 form to ensure only legal immigrants with proper ID to work in this country. I filled out I9’s for close to 20 years and never once had a government official audit my records. No wonder we are where we’re at now.
