I watched an excellent show on PBS about John Marshall, early Chief Justice of SCOTUS. in McCulloch v. Maryland he ruled that the Constitution and federal laws made in pursuance of it are the "supreme law of the land" (Article VI), meaning states cannot interfere with federal institutions. So When blue governors try to impede ICE they are violating the Constitution. The proper means to employ would be to have their Congressmen and Senators get federal laws passed that change the ones they don't like.
