My mom works for the county as a part time employee (meaning work 32 hours a week get paid for 28). Part time workers aren’t given any PTO like fulltimers, instead they earn it as they work based on their time put in. However the county HR has suddenly decided that now even if you worked the required number of hours to earn say a paid holiday or a personal day that you no longer actually get that time. In fact they decided to take away earned time so that now part timers actually owe the county for taking a planned day off using earned time which was rescinded. Is this legal?
