I’ve got some ideas. We all recognize electric bikes are an accident waiting to happen. It’s not just kids it’s everyone including adults. Consider a waiting period to purchase your electric bike. During that time you have to take and pass an e-bike drivers license course. The course would be written and driving. No different than when you get your drivers license. Once you receive your e-bike license you seek out an e-bike store. The store checks that you have a license not unlike checking a license to buy cigarettes or drink. Selling policies change. E-bikes & helmets are sold as a unit.
