Lower, you need to slow people down on Bayshore Road in the Villas, it's dangerous to try and cross on foot or on bike. The only thing keeping Bayshore rd. in Villas from being a walkable, shoppable cute downtown and NOT becoming more of a highway is some speed enforcement. Some more traffic lights and crosswalks would help, and it'd make the other side of Bayshore Road homes more desirable if a walk to the bay didn't entail crossing a highway.
