I am sorry but now I am getting mad rather than sorry for the Texans when reading that flooded area is also known as “Flash Flood County” because of its unique combination of weather patterns, soil and lack of green space with a history of deadly floods for which local officials and/or voters refused to spend the money on a "Flash Flood Alley" flood warning system that would have saved maybe ALL of the lives lost. Instead, local officials relied on a word-of-mouth system to pass messages about raging floodwaters downriver from the camps upstream. How did that work out for the them?
